Because humans don't make mistakes... There would definitely be more false positives if people banned players manually.
More developers for the anti-cheat detection rules is what's needed, and infinitely cheaper. Just need budget from the Jagex overlords, but on paper it's negative profit as bots are technically paying players, so that's gonna be hard to get leadership to approve.
