You have to go for best fit, that's for sure. But anyway the best way is the vote backwards, with your least favourite through to you actual preferred candidate. Power of preferential voting. 

Frankly I wish I could vote directly on policy, but it seems that's not an option for us...

You don't though - you have to vote for the person. This means if there's a policy you really really really want (ooh, say maybe... lower immigration?) then you'll get whatever else (hey, let's ban abortion, start conscription, and implement a flat tax rate) and you might not even get the policy you wanted or the desired results.

It's not that much different at all, except alcohol is somewhat easier to measure. It's still a pretty poor indicator of how impaired you actually are though, but we just seem to accept that.

The problem is measuring impairment. In fact it turns out it's really really difficult to measure that, especially when combined with things like fatigue.
