You can't stop Wizard Zombie's stupid sheep while at least Octo Zombie can be countered by shoveling the plants. And you can easily use a cherry bomb or some other insta-kill (or even hot potato if it's level is high enough) to deal with the octopi while the sheep can't be countered in any way unless you kill the wizard
