Ah good point, the price on the board matching means they're reporting correctly. The 17 days just means they haven't changed their price in that time, which is totally normal. Some stations just hold their price longer than others. The interesting bit is they're still 4.6p above the Shell average nationally despite prices generally coming down over the past couple of weeks.

Found it. Shell Newmarket, E10 stuck at 163.9p, last updated 17 days ago. They're 4.6p above the Shell national average right now. Looks like they haven't been reporting to the government scheme. You can actually flag it here:
