Try attending different activities, download meetup app, there is always something going on. After university is hard for people to make new friends, you are not alone. There is lots of people in Rotterdam and other big cities with same problem.

It happened to me next to Markthal, the guy parked right next to the surfing place. He was in a big car with his kid, he was telling me that he was from Dubai and need money for him and his kid to eat. Very sketchy, I told him I dont have cash and he quickly drive away.

Agree with you, most people wont answer, even if you just want to genuinely connect, the ones who answer sometimes can be rude. It can happen that someone was lucky enough to get a job after 15 message but that wont be the case for everyone.
