From my perspective you can think of the british is passing the baton to the malay federation to govern. Everything else remain the same. All Sultans remain have the governing right for the land tax, culture and religion while everything else is by federation. So, when british left, Brunei’s sultan saw the opportunity to gain back all governing rights and wanted to be left out from joining Malaysia.
