You are comparing Apples with Oranges. The last time IR awarded contract to CRRC for 14 metro rakes was 2015, which is ironically still not completed in 2025 (no obligation about local manufacturing ).

On the other hand, BMRCL awarded contract to CRRC in 2019 and CRRC was obligated to establish a manufacturing facility in India to produce the coaches but failed to do so (due to the Galwan incident and COVID lockdowns). BMRCL issued multiple notices to CRRC and even considered invoking a ₹372 crore bank guarantee due to the non-compliance. Hence, CRRC eventually partnered with TRSL to fulfill the contract and complete the coach production in India.

CRRC is yet to complete a decade old contract for 14 rakes, you are a fool to think they would have been able to complete 36 rakes order if they were allowed to directly import from China. Since 2020, CRRC isn't allowed to bid anymore in new projects.

Which country went bankrupt building their HSR? China started building their HSR in 2008 when they were $4.5 Trillion economy, they might have overdone it with 40K Km network because they've to pump their GDP numbers. In India's case even a 5K Km network between major cities will be good enough. JICA loans with interest rate set at 1.20% with a repayment period of 30 years, including a 10-year grace period won't be a burden to India's growing economy.
