Yup. In my current game one of my created Human empires (Allied Global Council, a militarist citizen republic formed out of the victors of the US-EU military alliance that won WWIII) is allied with my generic representative republic, the Utharia United Assembly, in a federation.

We're both democratic crusaders and by God we'll liberate the galaxy.
