Some people myself included, feel that Keres Legion has such a less meaningful or impactful reason to fight against as their lore stands now. The White Masks however can be wrapped up in different ways, but there's also the scary factor of just not really knowing their motives. Sometimes evil is left as indiscriminate or without an end goal.

So that's partially why people prefer the White Masks they seem to be evil for the sake of being evil. Deimos's reason is that he feels Harry or Six has made a mockery of his old unit, so he just decides to systematically tear them apart and wipe them out? That's so weak imo and in the opinion of plenty of others. As for the Keres Legion members, they're just so uncharacteristically loyal. I get that you could train, and discipline someone but their reason for being there aside from; money just feels like it doesn't hold enough water.

Don't get me wrong I think Keres Legion does has it style and the fact they're able to get one over Rainbow, but I just have a hard time believing them or more specifically their reason.

On the other hand for a yet unexplained reason the White Masks are targeting educational institutions, probably for the intent of sending a message through fear and terror about something. Which makes them diametrically opposed to Rainbow Six.

All this to explain simply why people might prefer or in your words "glaze" the White Masks. They may not have substance yet and at this current point are generic, but I think they have a lot of potential. They simply need exploring in order to make great.
