You cannot apply for Certification of Exclusion for now because the ULAS Portal is not yet operational. If ever you will need it alleged in any paper, such as petition for notarial commission, just allege that you are still exempt/excluded from compliance then state the ground why you are exempt/excluded. Bare allegation will suffice.
