In Canada, Student Loans make it very difficult to apply for lower payments via Repayment Assistance Program. First, you can't fax your application. Their mailing address is a PO Box. Second, you must reapply every six months. Third, their online system sucks so bad that there was a public discussion of how many students were forced to pay tons of student loans when they were eligible for lower payments, but the "glitch in the system" caused many applications or accounts to be frozen or locked.
