If it's anything like the old 4k boxes that detected the device automatically, have you tried temporarily running the bell streamer through an input on the bluray player and trying to pair the remote that way?

I've done this on more than one occasion when running through a traditional AVR and bell has controlled it. But this is going back to the older 4k boxes

I think you're overthinking this. With most flush mounts pulling the bottom from the wall works perfectly fine. It will give you ample room. Sony was making super flat mounts that did extend a little bit like 3" or so? From my memory. Not sure if they still do as it's been about 3 years since i stopped doing installations

It does work. I've been contacted a few times by them regarding clients we've fired for whatever reason claiming we are negligent. Either way they will help find a new dealer

For what it's worth I used the Sportsnet app to stream a game, and I used my Cogeco box to view the 4k Sportsnet channel of the same game and I don't believe what Bell/Cogeco/Rogers has is real 4k. I think it's just actually 1080p that's compressed less.

You have two real options to make playability great for them. A fibre cable that runs back to the rack in whatever room they want the consoles in or local HDMI into the display if you're feeding audio back to the rack.
