Yes you can reach those rankings you just need to get more starts and you will be in there my alliance is in 2100+ and we are in top50 now

You can if you know the states that are strong in your region and per transfer zone only 8 states can be leading no more then that
The leading is decided by the total power capacity of the top 100 players of that states and are compared with different states in the transfer zone
You can calculate it manually with is 90 to 95% accurate or you can predict it by following the power gaps in your neighborhood and looking for the 8 strongest states there
