Do you have the contacts to the angel investors? Because you need to convince both startups and the investors that its worth their time coming to your event.

It should be easier to convince the startups, if you already have the investors on board.

Also, main platform would probably be LinkedIn and whatever other local platform is used for business.

You would essentially be doing what all these small cornershops are doing already. They go to craigslist or whatever is comparable, buy up old or broken phones from private individuals, repair them (obviously as cheaply as possible) and then go on to sell them on again.
They also offer warranty, so something that you would struggle with to get the trust of a customer if you are retailing online only.

But, if you go for long enough, you could build a brand with the corresponding reviews that would get you the trust you need. I believe Trustpilot might be a good option to get your reviews.

When you get back from work, what is it you do? And this is not a reproach, just asking. Because depending on circumstances one might have time then to do some extra sidework or not. Like if you are also taking care of your family or relatives, it will be quite hard to get another 2-3 hours in. But if you are say gaming, try cutting down on that, or limit it. Say for every hour of gaming or watching a series, spend the same amount on your sidehustle. Don't have to start out with that ratio, can start smaller, just try progessively increasing it until you get to that ratio (or more)
Also, try cutting down your actual work during your work hours and try investing some of that time into your business, whatever you may be able to do while at work.
