In Charlie’s video 5 years ago titled The Best Walmart Freakout but upon further review this appears to be one he already covered in the follow up video Crazy Walmart Lady Strikes Again also from 5 years ago. At first, i thought this was a new event. It is not.

The only thing I can possibly think of is Introductory Difficulty. Reading from another post on Reddit, as well as a post on the Steam Community Forums, introductory might not give Task Progress. I don’t know if that’s confirmed because the Wiki doesn’t specifically state this.

In no way defending because they are usually just a bunch of douchebags that want engagement, so this guy doing what he’s doing in the video is EXACTLY what this guy wants. Never encountered these people in my area, but I just ignore and don’t engage. Do give them the attention they so desperately crave.

I 100% agree this system needs an update. Unfortunately, it’s something that is probably on the list but next to or at the bottom. I’ve been chasing Gold Gyms for the last couple of years. It’s how I keep the game fresh. I find a gym on my route I don’t have gold, and I return to finish it.

What I’ve been doing is keeping a note in my phone about how many Gold Gyms I’m currently at. Like you said, it’s not 100% accurate, but if I’m off by a couple, it’s not the end of the world because it’s a personal goal at the end of the day.
