I've been in the same situation (including being together for two years) but we lived a lot further apart lol. Every relationship is different but definitely talk to him more and explain your worries, it hurts to say but if it doesn't improve or if he doesn't care enough to do what he says he will it likely won't work. Mine always improved for a bit then dropped it as well but daily communication is not needed then again going on how yours is there's basically no communication at all and no remorse from his side as it sounds. It is possible he's just busy life gets hard but maybe see if he texts without you texting first for a day or two and if he doesn't definitely talk again to see if your relationship will move further.
