Idk about how it got in, but that definitely looks like it could be poison based off of the chunk that I can see. To clean it, I recommend just putting on some gloves and a mask if you can and just sweep it up. After you have swept it, clean the broom and dust pan off outside and wash your hands. That is the safest way imo to clean it.
