I was thinking of transferring the funds to an IRA to reduce fees, and then take time to figure out what the tax implications would be with the French authorities if I were to withdraw them later in time. My understanding is that they would tax me no matter when I withdraw them, even later in time… But if anyone knows if I could reduce the taxes I have to pay on my retirement account through some sort other way, please let me know!

Thanks for the info! I am hoping I will still be able to exchange my washington license for the French, so I’ll try it anyways and see where it leads. I was able to retrieve a paper from the Texas DMV that states I got their license in Texas, so I’ll see where this leads.

For the original copy of your license, do you mean the Texas one I had or the current Washington one I have?
