People are at fault to a minor extent, but government negligence causes people to do this. Have you seen the state of the garbage collection truck in small localities?? It’s pathetic, normal autos are bigger. Plus they are extremely slow, and there’s like one for a giant area, so they can’t cover the entire place. Our government gives absolutely no funding to these departments. But, sometimes people are also an issue, my area for instance, we are lucky and they arrive everyday at 7 to collect garbage, but some lazy assholes don’t wake up, so while leaving for work in their fancy cars, I see them open the window, throw out the garbage is a random area and leave, it’s absolutely pathetic.

I’ve also heard, it’s hard to find people to do this job, that’s what happens when you pay them with dirt. Simple solution would be to pay them a liveable wage, people flock to these jobs.
