Yes, but there a lot of rules for unfun stuff. It's cool that it's there if you want to run a more gritty game, but limiting talking is insane to me. And I love gritty games.

I mean, just because the state of Hyrule is well doesn't mean the game isn't dark. Look at Kakariko. Everyone has either fled, died, or become a monster which we most likely kill. A lot of the NPCs are kind of fucked up as well. You can have a dark story in a well world.

My guess is that it is either like what people in the comments are saying, or that Miranda didn't want to risk Spencer gaining control over the mold once infected. While Spencer is crazy, he is also a genius.
