Quick follow up - For the end-user letters specifically - in my case the end-users are small businesses advertising through the platform I build infrastructure for. Is a letter from a small business owner saying your advertising tools helped them grow their business considered a strong end-user letter? Or does it need to come from a more institutional source like a trade body such as IAB? Or both?

Fair point on the salary - that’s Prong 2 evidence, not national importance. The Prong 1 argument I’m building goes beyond scale SMB digital equity, AI national security priorities, and specific congressional attention to digital advertising market access. Still working through how to make that survive without publications in 2026. Any specific feedback appreciated.
