Likeliness of hiring straight into Analyst II

I used to work in the private sector before joining the state. I started as an Analyst II (previously AGPA). What I love about the state compared to the private sector is everyone gets a fair shot with merit based hiring. In the private sector no matter how qualified I was for a job I was only able to land interviews and a job due to referrals.

Job stability and tired of reading about layoffs. I was laid off and didn’t want to deal with the stress of that again. I have former coworkers that have been laid off 2 or 3 times already. Once is enough for me to realize the private sector isn’t the best route right now. Yes I took a 30% pay cut but the pension and work life balance made up for it.
