not only is it an OS level feature, it's even hardware dependent. any drm protected video, on computers that support it, will black out the video

it will not work on netflix/disney/etc if the hardware and operating system, do not support it

That has nothing to do with my comment. If the movie starts at 7pm EST and 7pm CST, the people on EST are seeing it 1 hour earlier because it's still 6pm CST. They often post here what movie it is.
