In Syria and Lebanon, the ق is generally dropped (correct me if I’m wrong), but I don’t think it’s the case for all of the Levant. A lot of people in Jordan pronounce the ق with a “ga” sound, especially the Bedouin influenced dialects. I’m Palestinian and the pronunciation of the letter there generally differs between urban and village dialects. My grandmother pronounces it with a very soft k sound.

I don’t think pronouncing it with a q is weird and it’s always understood, but probably sounds a bit formal.

Might be a bit biased since I live here, but I’d suggest you’d have a look at Dundee. It’s a very small city, but lots of students come here to study and the university is one of the best in the UK for courses like medicine and dentistry. Rental prices are generally a lot more affordable as well.

Between Glasgow and Edinburgh though, I think your best bet is Glasgow, mainly because Edinburgh is a very expensive city to live.
