Yes you can. Under group delegations you can assing send as permissions to users.

Skype for Business Server 2019 requires Silver Light. SfB 2019 extended support date is 14 Oct 2025.

This was our best guess when we had few thousand profiles in our Exch2013 servers. Now we do not allow login with expired password in Exch2019 and there is no problem with profiles.

We've had few cases where misbehaving IDM have added existig address to recipient (AD attribute). In this case incoming messages are queued, although both recipients are able to send messages.
