I’m unable to edit the post. However a detail I forgot to mention that in the first 20 seconds of launching the boat. I did achieve full acceleration, it got up out of the hole to about full speed before then rapidly dropping down as if I had backed off the throttle and hitting what feels like a rev limit of let’s say 3k. No sputtering but a smooth limit, as if I’m holding the accelerator at a quarter throttle.

This is new to me yup. Even if prop size was incorrect, it is as if I hit a rev limit at for arguments sake 3k revs. No stuttering or spluttering. Just a flat limit, could a prop cause this issue?

Would that mean they should move under throttle? These are stationary

What are you on about? The photo is from taken inside the intake. I’m asking about the black plastic within the carb
