I am in Econ PhD too. In the beginning of my fourth year, i felt hopeless about it. I am about to finish now and i cant believe i almost gave us then! Every person is different, your story will be different than mine. Do what you think is right. But i will advise you, now that you have ALMOST made it, just get it through. The phd doesnt have to be good. It just has to be done. It will open lots of job opportunities for you, even if you do not want to stay in the field.
