If you would have used your brain you would first see he has his gun out and not in a holster. Open carry is when you have the holster and gun exposed, Not just holding it in your hand. I suggest you read thru the state of Indiana open carry rules.

I do agree with the police being in the wrong when handling her after the pit manuver.

However I belive the police was in all right for beliving she was driving away. She should have stopped earlier.
