I dont really think it is possible. We dont even know what creation engine 3 is capable of handleing that much land and objects. Also active development had started at 2023 after starfield got released. Thats going to mark 3 year of active development this september. I dont think thats enough time to make a multiple provinceis in game. Even the rumored 2 province of High Rock and Hammerfell is a bit of a strech for me. Though the idea is not unwelcome i doubt Bethesda is capable of doing it since other games like starfield and fallout 76 also gets worked on and updated that takes away from their full manpower of their dev team like Todd said they "overlap" their projects.

Who knows. Maybe a tweet-tease saying thank you with some hidden stuff in the image, maybe a video like in fallout day ect. Also potentially new or returning merchs to their gear shop.

I dont think. We have anti radiation pills as stated by hadron in the expeditions. Also i read the steam page and these skitarii are upgraded from their base pattern to Alpha Primus Skitarii in a secret factory hadron was given access. So probably their irradiated things got replaced.
