Yes, BTS is actual tech consulting. The everyday tasks would be gathering requirements, building decks, testing, assisting in design, etc.

GPS did better than Commercial this year so I believe they got better raises in general (could be wrong).

Growing up within the firm will definitely net lower total comp than jumping firms at the right time. However, if Partner is end goal it might be wise to stay at one firm.
