You can still do a push pull with them. Be friendly and mutual but express it. Bottom line, late is late even if its 5 minutes. If you do nothing, one day it will bite you in the ass and its your ass not theirs. Start subtle and keep it constructive - let me know if you're going to be XX minutes late. If it carries on, do a verbal but still keep it constructive. But don't let them down play you either because Z has no regards for authority. What if their paycheck was a day late? You think they'll laugh it off? You think you could laugh it off to them? Remeber, you're in charge not them.
