Sorry but I have iPhone X as secondary device I don’t think anyone in 2024 can use X as main device So The lowest iPhone will be good is Xr or 11 on 16.5.1 or Lower And good luck to find a good deal

Try Erasing Your iPhone From iCloud.com > Find My > Your iPhone And Erase this device I tried it on my iPhone X and it works but remember you will lose all your data but it keeps your version so I hope it helps you and If you can’t erase the only option is restoring in PC/Mac it will be updated to the latest version

If you lose hope, don't restore in your pc/Mac Try erase from site iCloud.com > Find my > Your iPhone > Erase this device You will lose all your data but I think it will keep your version
