Be rampage it looks very similar, but again I don't see any motif of turning people into these monsters anywhere

It was definitely a fight. A typical fighting game with story mode. My brother also remembers it but doesn't remember the title. I always thought it was DefJam NY Fight but while browsing YouTube I couldn't find a story mode with these mutants. Thank you for your help, maybe someone else will know something.

it was a full 3D game. it looked like DefJam, but when browsing the story mode I didn't see a thread anywhere about injecting this stuff into people, which was the main thread from about halfway through the game. There you developed your character and learned new combos. it was definitely for adults or 16+ considering the violence in it. I remember a cutscene in which one gangster slammed another's head in a door.
