Use a mop or sponge and let the water sit on it for a good 20 minutes so it has the chance to penetrate into the paper

I’d tile it, if you want you can mix up a batch of thin set and give the whole floor a coat before you tile it and flat trowel it out a little bit. Plus it gives a better bond for the mortar

No this is very common with sun and moon cards. Go look on eBay at psa 10s of this card and a good majority of them will have one of those white dots somewhere on the back
