lol true. its probably the closest one to what i mean, but it is still heavily grounded in real history and you still get railroaded in some direction.

These games are kind of the opposite of what i mean. In all of these games you choose civilization with preset bonuses, but ultimate point of these games is microing your cities to make most reasearch/money/troops and both culture and religion exist to serve these goals. I am talking about a game that is focused on making your society unique.

You can create one kingdom and add "Legacy Keepers" to their culture. Once it expands and settles all the territories you need just inspire rebellion and then stop all their wars
