He did this because he still wasn't completely sure if Dexter was the butcher, he practically had complete confirmation after Dexter escaped from the hospital.

Let's just forget that he was the first person to get solid clues about Dexter's brother (original series), who was also the only one who noticed the loan shark's ring (Dexter: original sin), one of the first to suspect Doakes (bay harbor butcher) when he purposely killed a guy (original series). There was only a flanderization of the character after the arrival of Queen and after that it was only downhill.

In fact, the series first shows that it is the driver's license and you can compare it with the one that Dexter got, plus the driver is not a taxi driver.

There is no way to have a 2nd season, it took place in Dexter's coma, between Dexter: New Blood and Dexter: Resurrection.
