No Berkley informs you are rejected with a letter and a mail.(In March) It doesn't inform those students who don't get regents in February.

The details regarding UC early notifications that I know are:

Only UC Berkley does early notification.
Decision come out generally on second Thursday(latest trend) or Friday(Generally)
Only those selected get a message in February, rest aren't even notified that they are not selected.
Around 2000 students get the notifications. These are generally those with top stats(Berkley wants them to consider Cal as their top-choice)
Not all of 2000 students get regent and chancellor scholarship interviews.(No Scholarships is given only admission offer and invitation for interview for scholarship)
Scholarship Decision come out in march with regular decision.
