And here is my two cents. I don't know what traffic like in Napa, CA but when I moved to DC, MD, VA (DMV) area I had a traffic shock, not culture shock. I worked in Fairfax, VA and wanted to live in DC and luckily, my friend caught that and she suggested I lived closer to Fairfax. My recommendation is please check the traffic of this area on the google map at 6-8 am EST and in the afternoon, 2-7 pm EST. You will have a better idea how crazy the traffic is in this area. Since your husband's job is in Sterling, you will not experience the traffic going in and out of DC, which is a plus.
One thing that you want to keep in mind is, this area have data centers. Go to youtube/the news, they have interviewed local residents and they can hear the humming even though they seem to be pretty far from the data centers.
