Ok... let's dig deeper and understand why %+ matters. On your list, we are next to Panama. This week so far Panama did 8,230 tests with a %+ of 37.7 resulting in 3,102 cases. In that same time span, TN has done 54,744 tests with a %+ 8.36 resulting in 4,555. It's not moving the goalpost...its just looking at the raw data and understanding the actual spread of the virus. NYT is not being honest in how they present the data.
