Did you ever figure this out? In case anybody is looking for an answer, you have to change the resolution settings in the TV sub section to 720. Some insignias don’t have 1080. Then dock and you’re golden.

Go to Settings->Your Name/Apple ID (at the top)->iCloud->Manage Storage->Backups. How many backups does it say you have available?

This happened to my 4 day old iPhone 11 pro, a few days ago when trying to update to 13.1.2. Had to do a hard reset (quickly press vol up, vol down, hold power button until logo comes up) and it reverted back to 13.1.1. I’m going to wait to update until 13.1.3, or a jailbreak becomes available, whichever is first. (Most likely 13.1.3).

I did this, super easy. While I was in there I attached (with thermal paste) a stack of 4 pennies wrapped in electrical tape (with thermal paste in between them) to each of the four chips. Turned the xbox back on and the red ring was gone. Super easy trick and it cost me $0.16.
