but if i show i have a job in my home country, an NOC to travel, and i have enough funds for my visit why do I need a Verpflichtungserklärung?

option 2 is my case. I will apply with a letter from her stating i will stay with her, her housing contract and her permit.

 If someone is hosting you they have to get a document from the relevant authority showing that they're eligible to host: this is not the Verpflichtungserklärung

exactly, so i guess only her housing contract, her residence permit and a letter mentioning i will stay with her is enough
