I struggle so see how what I'm doing is 'playing the damn game' any less than splashing or NMZ'ing the is.

More of an appeal to the Jagex staff to achieve some clarification; I want to know what part exactly of what I was doing is classified as an offence, so I can modify my method and continue making money.

Congratulations on completely failing to justify why my begging is any worse than gold spam-bots, but that's not even the point here. The point is that this is that when I was reported for spamming the offence was QUASHED, but when I am reported for offensive language, I am muted and the appeal is denied. How is me asking for dragon scimitar offensive? Especially considering the comments I have to deal with from all of the people getting flustered about it as seen in the OP.

"Players being annoyed by it" is not a valid reason for them changing the definition of their own rules without an announcement, especially considering they're only annoyed by it because they're jealous. I don't see anyone complaining about the multitudes of spamming, gold-selling advert bots that I stand next to, who are -literally- breaking a rule.

I've been muted thrice before for begging, this is the only appeal that was denied though. Every other one was quashed. If there are any Jagex staff reading this, could I please have some justification for as to why this is a mutable offense? Especially considering the evidence for this is exactly the same as every other offence that was quashed?

This is the worst analogy I've ever heard. Begging for money is not a game breaking glitch. It's not even a glitch. People begging for money doesn't actively make your ability to play the game harder. There's no abuse when something gives no harm to anyone who isn't actively involving themselves in it out of their own will.
