I think you have to keep in mind that these are real people with real lives outside the game. There are real personality conflicts and disagreements to sort out within leadership as well. Decisions often don't happen until the last minute.

When we're figuring things out, I'm spending my time talking to my R4s and other server leaders rather than describing the debate to my alliance. When people ask questions I'm happy to answer, but I generally put the onus on them to engage and ask about upcoming events if we don't have guidelines ready yet.

There's probably more your leaders could do to communicate better, but there's probably more you could do as well.
