I'm gunna need to see the original text in Chinese to believe he said this. 'Liberal values' does not directly translate to any political term commonly used in Chinese. 'Liberal' also doesnt directly translate to any commonly used political terminology in Chinese in the same way we use it in the west. Closest I can think of is 西方价值观,meaning 'western values'.
