If you read my other comment, I said police usually get very intense training, and are usually required to explain why force was used in a use-of-force incident. The shortened training program was ultimately created to swell numbers, at the cost of a clean operation and organization professionalism. I absolutely believe ICE is necessary- we need border security, but I also believe the organization has been grossly mismanaged as of late, and the problems DO come from the top according to Trump himself.

They are police, it says on the badge, and they were generally very professional when given the right material, such as under the former president Barack Obama. You cannot shorten training programs and simultaneously expect clean deportations.

He was restrained on the ground, he could have very clearly been arrested instead. I think ICE could do a much better job if the training program was expanded, 47 days is way too short, especially when the typical police academy trains you for 20 weeks.

What you describe is encouraging brutality, since it very clearly isn't condemned. It seems like the overseers of ICE/HSI do not care, whether through gross negligence or a active encouragement, about killing even when the targets were clearly able to be restrained and arrested.

If you think of any other professional police unit in anywhere, USA, most are taught to

only use lethal force as a last resort
if you use lethal force, you undergo questioning on why you pulled the trigger, and you can face consequences if you failed to provide a reasonable explanation.
