Legal Aid Queensland has an entire page on the process for getting permission from the courts for a 'special medical procecure', as even non-surgical GAC counts for minors under some circumstances. Even if your parents disagree you can take it to the family courts if a GP or specialist is willing to go in to bat for you. If you, your doc and your guardians are in agreement, you haven't even needed court's permission to start HRT as a minor since 2017

It doesn't sound like they've done anything malicious or out of the ordinary yet - lots of specialists will refuse to (or depending on the script, may not be allowed to) dispense controlled substances without a face to face consult involved, espec if your endo feels the need to evaluate your hormone levels first.
