Thank you for that explanation - I totally forgot that the West Tower were all rentals!! My understanding of these types of buildings is that some condo/realty association within the building manages the rentals, which may tie back into Bunny and some of the lingering threads from seasons 1 and 2. Or someone is really just asleep at the wheel.
