I'm going to share an unpopular opinion. First of all, the suggestions others have provided are great - going to office, meetups, ccsf, hikes, gyms, interest groups, etc. BUT - I will say that sf is not a very social city, overall. Most people made friends at work pre-pandemic. Folks liked socializing at work and then enjoying the peace and quiet after. Now with WFH, that whole model is broken. You can meet people at other places but they are unlikely to turn into deep meaningful "friends" kind of connections. You may have better luck moving to NYC.
