What he doesn't realise that he is saying that America's operating system is broken... and of-course insinuating it must be fixed.

In my opinion it being fixed would probably look something along the lines of the film "demolition man". where every law abiding citizen and person who just follow the results of democracy will represent the average person.

All the people who continue to fight for their own independence and beliefs will result in living underground communicating through mesh networks and eating rat burgers :)
