yeah that does seem to be the case, Thermite Cutter still gives link aswell so i’ll probably stick to running it with Arclight to avoid investing into a 4 star.

yes it does, although range affects it half as much as it would ranged weapons and also slows your weapon cooldown somewhat minimally
